Roger Berliner, Montgomery County Council member representing the Bethesda-Chevy Chase area, will comment on the county’s fiscal year 2011 final budget with emphasis on issues such as transportation, medical services, and energy that may affect District 1 seniors. Councilmember Berliner was first elected to the Montgomery County Council in November 2006 as the District 1 representative for the Bethesda, Chevy Chase and Potomac areas. He currently serves as lead member for energy and environment on the Council’s Transportation, Infrastructure, Energy, and Environment Committee and as a member of the Public Safety Committee. Mr. Berliner also serves as the Council’s representative to the County’s sustainability working group and green economic task force. Regionally, he serves on the Washington Regional Board of Directors of the Council of Governments where he is an active member of the Climate, Energy, and Environment Policy Committee. In addition to his work in Montgomery County, Mr. Berliner was the Legislative Director for U.S. Senator Howard Metzenbaum and a Policy Advisor to U.S. Congressman Henry Waxman. As a result of his vast experience, he is an expert on the legislative process. He has been equally accomplished in his 20-year legal career. Mr. Berliner is considered one of the nation’s foremost energy lawyers, and his views on energy policy are regularly sought by leading newspapers and journals. In addition, he has acted as host of the Montgomery Community Television show “Search for Common Ground in Montgomery County”, a unique award-winning program that constructively brought adversaries closer on issues of great concern to our community. Why We Need NARFE From the January 2009 issue of the NARFE Magazine's "Legislative Report": If civil service retirement is sound, why are we at risk of being cut? During previous periods of entitlement reform, policymakers first discussed cutting the “big three” –Social Security, Medicare and Medicaid. However, when lawmakers realized the political liabilities of cutting a program like Social Security, which has 40 million beneficiaries (77 million by 2030), they turned to the “captive audience” of federal retirees–a much smaller constituency (2.3 million retirees and survivors). In fact, during the budget crises of the 1980s and early 1990s, Federal retirees and survivors lost $50 billion in deferred, reduced and canceled cost-of-living adjustments (COLAs), while 40 million Social Security beneficiaries’ COLAs were not cut. It is up to NARFE to make both a substantive case and a political one to ward off reductions in federal civil service retirement. |
